The City of Martinsville which is the owner of the West End Elementary School, located at 605 Fourth Street, is soliciting sealed proposals to re – use or redevelop this building, along with the playground area, located on this property. This property has historical significance to the West End community, having been one of the centers of education for many of the residents who still reside within the neighborhood. It presently houses the offices of the Housing Division of the Department of Community Development, along with a voting precinct. It is projected that as of June 30, 2015, the offices of the Housing Division will be vacated.

All proposals shall provide information addressing the following criteria:

  1. Qualifications of the proposing organization’s staff and assigned personnel.
  2. Understanding of the City’s goals in making this request. This would include zoning, building, and other pertinent regulations.
  3. Familiarity with the surrounding neighborhood’s needs and desires, along with the potential impact of the proposed use and activities on the neighborhood.
  4. The proposed use of the property, along with an impact statement to include accommodation of the existing voting precinct; hours of operations expected for proposed use; traffic/parking needs; actual time table to begin start–up through completion of plan.
  5. Business plan with estimated revenue and expenditures, sources of funding for operations, personnel costs, utility costs, insurance, and maintenance.
  6. Expectations for use of property, through lease, sale or other means.

These criteria are to be utilized in the evaluation of qualifications for development of the shortlist of those proposing to be considered for interviews and / or negotiations. Individual criteria may be assigned varying weights at the City’s discretion to reflect relative importance. Those proposing are required to address each evaluation criterion in the order listed and to be specific in presenting their qualifications. Interviews may be held via phone conversations as deemed by the City. Proposals shall provide a straightforward, concise delineation of capabilities, experience, and approach to the tasks outlined to this request.

Sealed bids will be received by the City of Martinsville, Virginia, at the Purchasing Office located at the City's Warehouse and Garage Complex at 990 Fishel Street until Friday July 31, 2015 @ 2:00 p.m., at which time bids will be opened and publicly read covering the following item of work:

The project is generally described as a tear-off replacement of the EPDM roof system with a new fully adhered EPDM roof system, including new insulation and flashings as required for a complete watertight 20-yr roof system. Approximately 32,000 sf.

The Engineer will accompany interested bidders over the site.  Bid specifications are available. Bids must be accompanied by a Bid Bond equal to five percent  (5%) of the bid, and a Performance Bond, equal to one hundred percent (100% ) of the contract price.

All contractors are hereby notified that they must have proper license under the Virginia State laws governing their respective trades.

The successful bidder will be required to affect such liability insurance as will be necessary to save the City of Martinsville harmless and will be required to furnish a certificate of such insurance.

The successful bidder shall enter into a written contract within ten (10) days of the award of the contract and said contract shall embody all of the terms, conditions, and provisions of the notice to bidders, specifications and proposals. There will be a MANDATORY PRE-BID MEETING at 10:00 a.m. on Friday, July 17, 2015, at the City Hall Council Chambers, 55 W Church Street, Martinsville, Virginia 24112.

Bid 3:  Sealed bids will be received until 2:00 p.m. on Friday, August 7, 2015, by the City to contract with a firm for the purchase of one 2015 1/2 ton, Regular Cab, and one 2015 3/4 ton, Extended Cab 4 x 4 Pickup Trucks. The City has standardized in Ford vehicles and maintains an inventory of Ford parts.
