Community Development

Responsibilities

The Martinsville Community Development office develops and administers plans, ordinances, and programs to promote the public health, safety, and welfare of present and future City residents. Within the Community Development Office, one will find guidance for Building Inspections and Permits, Zoning, Planning, and Subdivisions. 

The department:

  • Maintains and updates the City's Comprehensive Plan
  • Administers Zoning and Subdivision Ordinances
  • Coordinates federal and state grant applications for community development projects
  • Provides staff support to City Council, the Planning Commission, Board of Zoning Appeals, Tree Board, and Architectural Review Board

The department also collects data and provides information for policy development relating to economic development, transportation, affordable housing, and environmental planning.

To apply for a permit online please fill out and email your Permit Application (PDF)  (Building, Demolition, Electrical, Mechanical, Plumbing, Gas Fitting, Fire Protection, Land Disturbance, and Sign permits) and attachments to tbdavis@ci.martinsville.va.us.

2022 Citywide Housing Assessment

In February 2022, Summit Design and Engineering initiated the Citywide Housing Assessment for the City of Martinsville. During this project, the consultant assessed the condition of the current housing stock in Martinsville and provided information necessary for targeted housing improvement programs. This report will allow Martinsville staff to prioritize areas in the city most in need of housing rehabilitation.
