Below is a summary of the December 19th Martinsville City Council Meeting. A video of the entire meeting is available here.
The proposed amendment aimed at reducing the need for frequent property abatements suggested replanting cited properties with low and slow growth ground cover like clover. This amendment also included adjustments to language regarding the applicable area of a lot subject to citation and cleanup. Enforcement through the Community Development office rather than Public Works was another change.
However, the Council decided to table this amendment for further discussion in their next meeting.
Danville Redevelopment and Housing Authority Development Agreement
DHRA is seeking the donation of properties on West Church Street and Rives Road for housing development purposes.
The West Church properties comprised six parcels totaling about 1.547 acres, anticipated to host a minimum of 20 affordable housing units. The Rives Road property, spanning approximately 42.305 acres, aimed for no less than 200 housing units and required a zoning change or approval of a Traditional Neighborhood Development Overlay District to proceed.
The DHRA requested immediate site control to initiate environmental studies, preliminary design, and engineering.
The City council authorized the City Manager to draft a development agreement, ensuring that despite the housing developments, the properties would remain taxable.
Electric Rate Increase
The Finance Department presented information to explain the need for a 5.2 percent increase in electric rates to the Council. The presentation is available here.
City of Martinsville Charter
A public hearing was held concerning proposed changes to the City Martinsville Charter. Council has requested approval of the charter by the Virginia General Assembly.
