By sharing your thoughts, you play a vital role in ensuring that our local governance reflects the priorities and needs of our community.   2. What is a City Charter?

    In Virginia, a City Charter is a document granted by the General Assembly that defines a city's governmental structure, powers, and operations.

    It is a special document that acts as a rulebook for city operations, telling us (A) who is in charge and who handles certain decisions (like city council), and (B) what the city council is allowed to do (like fixing roads, collecting trash, or making local ordinances).
