Climate Action Plan

In 2023, the Schar School of Policy and Government at George Mason University approached the City of Martinsville to offer its leadership, energy, and environmental assessment expertise. The university extension service aimed to assist Martinsville and other local Virginia governments with mitigation and resiliency projects and facilitate applicable grants for climate sustainability. GMU utilized internal funding, a large cohort of students, and top-notch faculty expertise in science, policy, and engineering to support this initiative.

By collaborating with the Community Development staff, GMU gathered information and designed projects. In February, a City task force composed of city staff, community and business volunteers, and GMU faculty and students held four consecutive weekly discussions. This effort contributed to the development of a climate resiliency plan.

This initiative aligns with Virginia's commitments to climate action and clean energy, as reflected in the 2020 Virginia Clean Economy Act, the Clean Energy and Community Flood Preparedness Act, executive orders on environmental justice and community outreach, and the Transportation and Climate Initiative. It also supports transitioning Virginia’s local workforce into clean energy and energy efficiency jobs.

The Local Climate Change Planning Initiative by GMU included three phases:

  1. Data Collection: The team worked with local governments, utility providers, and communities to collect greenhouse gas emissions data, establishing each community’s baseline emissions.
  2. Action Plan Development: They collaborated with local government leaders and community members to create tailored action plans.
  3. Project Implementation: GMU will assist communities in implementing these plans.
