Established by the City Council in 2010 under Martinsville City Code Section 2-109 through 2-118, the Arts and Cultural Committee works to enhance the Arts/Cultural District in the City of Martinsville.

- Reporting: The Arts and Cultural Committee reports to the Planning Commission and works with the Architectural Review Board.
To ensure stakeholder involvement and input, members include:
- Representative from the Arts Community
- Representative from Museums
- Representative from the Architectural Review Board
- Four (4) Citizens
The Community Development Department serves as Secretary, while the Committee elects a Chairman and Vice Chairman among its members.
